Why the New EU Packaging Rules Are Crushing Small Businesses (And How You Can Help)
The European Union’s new Packaging and Packaging Waste Regulation (PPWR) is officially active. While the goal of reducing waste and building a circular economy is incredibly important, the way these rules are being implemented is creating an absolute bureaucratic nightmare for small businesses, artists, and independent creators.

The Problem: A Fragmented “Single Market”
Under the new rules, there is no blanket exemption for micro-enterprises. If a small business wants to ship a single product to a customer in another EU country, they suddenly face a patchwork of different national rules:
- Separate Registrations: Small businesses must register and obtain Extended Producer Responsibility (EPR) numbers in every single country they ship to.
- High Administrative Fees: Many countries require hiring third-party “Authorized Representatives” or paying heavy registration fees just to handle a tiny volume of packaging.
- Compliance Overload: Micro-sellers are being treated with the same bureaucratic weight as massive corporations.
As a result, many small brands are being forced to stop cross-border sales entirely because they simply cannot afford the compliance costs.
Recent Small Business Updates
Fortunately, the pressure is working. The European Commission recently issued guidance reminding member states that they have the flexibility to offer flat EPR fees and waive administrative registration costs for producers generating less than 10 tonnes of packaging per year. Furthermore, European MEPs have backed proposals to simplify rules and eliminate the requirement to appoint expensive local representatives for small companies.
However, these reliefs are not yet universally integrated, and we need to keep pushing for permanent, centralized exemptions.
How You Can Support Small Sellers Right Now
If you want to protect independent creators and keep the EU market open to small businesses, take these two quick actions:
- Leave Official Feedback: Tell the European Commission to implement a unified, single EU registry and a total bureaucratic exemption for micro-sellers. Submit your comment directly on the official European Commission Portal .
- Sign the Change.org Petition: Join thousands of independent creators demanding an immediate moratorium on cross-border EPR fees for micro-enterprises by signing the Change.org Micro-Business Petition . https://www.change.org/p/stop-destroying-eu-micro-businesses-immediate-moratorium-on-cross-border-epr-fees
Small businesses are the backbone of the European economy. Let’s make sure they aren’t buried under a mountain of paperwork!
